Congress was very clear with the Bush administration: before allowing any Mexico-based trucking companies to cross into the U.S. beyond a limited border zone, it must guarantee the public's safety. But the administration has failed to meet even the most basic conditions.Now, the Bush administration is barreling ahead with a so-called "pilot project" to allow 100 Mexico-based companies to send their trucks into the U.S. -- even though the congressional demands for safety guarantees have not been satisfied.The Bush administration announced the "pilot project" while Congress was out for the August recess.
